Ethiopian insurance executives and specialists have renewed calls for an independent regulator, wider digital distribution and new agricultural products as the industry seeks to expand coverage from a low base.
The proposals were discussed at the sixth International Interest-Free Banking and Takaful Forum in Addis Ababa on August 17, 2026, according to The Reporter Ethiopia. Presenters at the forum put insurance penetration at 0.27 percent and agricultural insurance coverage below one percent.
Participants identified limited distribution, low digital adoption and regulatory constraints as barriers to growth. They argued that partnerships among insurers, banks and digital-finance providers could make policies more accessible, particularly for lower-income customers and rural communities.
Agricultural coverage was a central concern because farming supports a large share of Ethiopia’s economy and employment while households and producers remain exposed to drought, flooding and other shocks. Speakers called for microinsurance, stronger reinsurance capacity and products designed for farmers.
The forum also revisited plans to separate insurance supervision from the National Bank of Ethiopia. A draft Insurance Proclamation confirmed by the central bank in May 2026 proposes gradual entry for foreign insurers and the creation of an independent Insurance Regulatory Authority. Final legislative approval is still required.
Industry representatives cautioned that opening the market would not by itself guarantee wider coverage. They said reform would also require stronger capitalization, product development, digital systems and distribution channels.
The Ethiopian Insurance Corporation currently holds more than 37 percent of the domestic market, according to figures presented at the forum. Participants also identified cyberattacks, political violence and business interruption as risks for which the local market needs additional products and technical capacity.
