UEFA is preparing to bring a criminal complaint in Switzerland against FIFA president Gianni Infantino and possibly other FIFA officials and advisers over the abandoned FIFA Forward Enterprise plan, according to court documents reported on Thursday, August 27, 2026.
The contemplated complaint alleges criminal mismanagement under Article 158 of the Swiss Criminal Code. UEFA has separately sought discovery in the United States, including documents from FIFA and investment firm Thrive Capital, as it investigates how the proposal was developed. An application filed in the US District Court for the Eastern District of New York seeks material connected to the plan; UEFA said Thrive and its leader, Joshua Kushner, are not anticipated defendants in the contemplated Swiss proceeding.
The disputed proposal would have sold a 20% interest in FIFA tournament assets for $4.2 billion, implying an enterprise value of about $20 billion. UEFA argues that valuation was not established through an open auction or independent assessment and says FIFA’s governing council was sidelined. These are UEFA’s allegations and have not been adjudicated.
UEFA said a proposed boycott of FIFA tournaments has been set aside after assurances that the enterprise plan would not return, though it will keep that position under review. FIFA and Thrive Capital had been contacted for comment at the time of the report.
