The Intergovernmental Authority on Development has begun a two-day regional consultation in Addis Ababa on September 4, 2026, as it works toward a shared framework for artificial intelligence across the Horn of Africa.
The initiative is intended to position AI as a tool for economic integration and development while giving IGAD member states a common approach to digital sovereignty. A regional framework could help governments coordinate policy in an area where national rules, technical capacity and public-sector priorities may otherwise develop separately.
The consultation marks an early policy-development step rather than the adoption of a finished regional regime. Its significance will depend on the provisions ultimately agreed by member states and how those commitments are implemented.
